How the CEP was established

Sunny Lee, then a senior officer at MHQ, explains how and why CEP was established.

“We saw how the UK experienced a fair bit of racial tension after the 7 July 2005 London bombings. As a multiracial, multi-religious society, that really got us thinking, that we should be prepared and strengthen our social resilience so that Singapore could stay united in a crisis,” said Sunny Lee.
Sunny recalled that in the early days, he was the only full-time officer running the programme. Thankfully, he had colleagues from the then-Policy and Operations Division who pitched in to help till the CEP team was fully staffed.

The CEP team worked closely with various ministries and agencies to set up networks and implement their workplans. “The structure was set up fairly quickly because we had a very clear objective and outcome in mind.”
