Together with his core team who came from different Home Team agencies, Tay developed the first integrated training facility for the Home Team.

During his tenure, Tay oversaw curriculum development for Home Team training programmes and courses and engaged Home Team agencies on trainer development. He also started dialogues with the US Federal Law Enforcement Training Centers (FLETC) on various training issues, thus paving the way for further collaborations.
