First Singaporean Director of Prisons

Mr Quek Shi Lei joined the Prisons Department in 1958 as a welfare
officer, and was subsequently appointed the first Singaporean
Director of the Prisons Department. He was also the longest serving
Prisons Director, helming the department from 1973 to 1987.
During his tenure as the Director, Mr Quek implemented programmes to
modernise the prisons. This included introducing physical, academic
and religious education in the Reformative Training Centres (RTC).
This more holistic programme aimed to instil better attitudes and
mindsets in the young inmates, so that they may lead better and more
positive lives upon release.
Mr Quek was awarded the Public Administration Medal (Silver) in 1987.
Following his stint as the Director of the Prisons Department, Mr Quek was appointed the first Chief Executive Officer of the Singapore Corporation of Rehabilitative Enterprises (SCORE, now Yellow Ribbon Singapore) in 1988.
